“The relationship between the TNI and the people is like fish and water. Fish cannot live without water. It is the people who conceive, care for and raise the TNI.” (Quote from the Commander in Chief, General Soedirman).
All components of the nation must be committed to supporting various government programs towards better change and progress. The Indonesian nation is determined to recover faster and grow stronger, which reflects a hope to always be enthusiastic about transforming and growing amidst the various challenges that must be faced and maximizing all of its potential.
Equally important, the role of the TNI AD and its ranks as one of the components of the nation is to strengthen its commitment to always be present and to be a solution to various problems faced by this nation. This commitment is also in line with the statement by the Chief of Staff of the Army, General TNI Dr. Dudung Abdurachman through Kasad’s Seven Daily Commandments, especially on the fifth and sixth points, namely the TNI AD must be present in the midst of community difficulties in whatever form and always be a solution, and take actions that have an impact on people’s welfare so that they are able to foster people’s love and affection for the TNI AD.
This commitment was further emphasized by the Kasad when conveying directions to the participants in the 2023 Fiscal Year TNI AD Rapim at Headquarters. Kasad instructed all ranks of the Indonesian Army to implement Kasad Policy Points for the 2023 Fiscal Year, with priority activities on increasing the availability of water points for the community, efforts to reduce stunting rates in an integrated manner, increase food security, and increase public awareness of disaster response and minimize risk of loss due to disaster.
Kodam IX/Udayana describes and implements this commitment in an idea embodied in the Indonesian Army’s Superior Territorial Development Program Miniature. The emergence of this idea or ideas was motivated by observing the social conditions of the people in the Kodam IX/Udayana area which stretches from Bali and Nusa Tenggara, still dealing with many problems of poverty, health, fulfillment of nutrition and the provision of facilities that require the attention and care of various parties. Pangdam IX/Udayana paid special attention to the conditions in Bumi Flobamora, East Nusa Tenggara to realize the program.
*Seven Featured Programs*
In Miniature, the TNI AD’s Leading Internship Program is planned to be implemented in Sumlili Village, West Kupang District, Kupang Regency, East Nusa Tenggara. There are seven excellent programs that will be realized in the village. So that it is expected to be able to answer the problem in an integrated manner. TNI Manunggal Water, Food Security, Handling Stunting and Health, Babinsa Enters the Kitchen, Rehabilitation of Unfit for Habitability (RTLH), as well as the Pancasila Village Program and the application of the E-Praja Raksaka Application. Through the implementation of these seven flagship programs, Kodam IX/Udayana wants to provide an example to dissect and present solutions to address the problems faced by the community.
The description of the implementation carried out in the Miniature of the TNI AD Superior Internship Program includes efforts to provide clean water through the TNI AD Manunggal Air program where Hydram Pumps are made so that the community’s clean water needs and agricultural irrigation are met. Food security is carried out by utilizing land owned by the community to be processed and planted with various food commodities. The management of stunting and health is carried out by collecting data and assisting in collaboration with the local Health Office and BKKBN and acting as Foster Father for Stunting Children (BAAS).
Meanwhile, Babinsa Enters Kitchen and Rehabilitation of Uninhabitable Houses (RTLH) is carried out to ensure that no one goes hungry due to lack of food and has housing that meets eligibility and health standards. Pancasila Village Program to strengthen knowledge and insights about Indonesianness which is Diversity in Diversity. All the things that are done will be published through the E-Praja Raksaka Application and also take advantage of synergies and partnerships with the mass media, “We work without seeking prestige, because we are sincere. God knows best, but there are times when the world must be informed.”
*Does For Society*
In fact, from 2022 to 2023, Kodam IX/Udayana has done a lot to work on this superior program and is spread throughout the Bali-Nusa Tenggara region by involving staff units. communities and also support agricultural irrigation. Kodam IX/Udayana is involved in the program and has built a total of 109 water points in the form of hydram pumps, with details in the East Nusa Tenggara area built 69 points (62 clean water hydram pumps and 7 agriculture hydram pumps), in the West Nusa Tenggara area built 21 points (18 hydram pumps for clean water and 3 hydram pumps for agriculture), and in the Bali area a total of 19 points (16 hydram pumps for clean water and 3 hydram pumps for agriculture). Everything is done in cooperation and partnership with various parties, both from the government and the private sector.
In the food security program, Kodam IX/Udayana has opened and cultivated 1447.8 hectares of agricultural land to be used as productive land for planting various food commodity crops. The results turned out to be able to help people’s food difficulties. In particular, in the area of Korem 161/Wira Sakti, East Nusa Tenggara, they also intensified the cultivation of Moringa (Moringa) plants which turned out to provide extraordinary benefits as well as economic value.
Korem 161/Wira Sakti in 2022 has entered into a Cooperation Agreement or PKS with 3 East Nusa Tenggara Provincial Governments for 400,000 Moringa trees and with the Kupang Protected Forest Watershed Management Agency (BP DASHL) for 1,000 000 Moringa trees and will continue in 2023 , involving 36 moringa centers capable of producing 8 to 9 tonnes per month. The output is in the form of business to business exports to China as well as business to government for provision of supplementary food (PMT) in East Nusa Tenggara Province. Furthermore, it has an impact on welfare, health to overcome stunting, alleviate poverty and create new jobs.
In the health sector, stunting is still a health problem faced by children in Indonesia. The prevalence of stunting in Indonesia according to the results of the 2021 Indonesian Nutrition Status Study (SSGI) is 24.4 percent. This figure exceeds the provisions recommended by the World Health Organization (WHO), which is below 20 percent. The province of Bali, which is in the Kodam IX/Udayana area, is the area with the lowest prevalence of stunting, namely 8 percent. Meanwhile, on the other hand, East Nusa Tenggara Province is the region with the highest stunting prevalence rate of 35.3 percent. Therefore, Kodam IX/Udayana with its ranks are actively assisting the government in eradicating stunting for Indonesian children by involving Babinsa in the region.
Another program implemented by Kodam IX/Udayana is Rehabilitation of Uninhabitable Houses (RTLH). To date, 72 housing units have been worked on and will continue in 2023, supported by the latest program, “Babinsa Enters the Kitchen”, by ordering Babinsa to ensure that there is no shortage of food in the community. Kodam IX/Udayana always fully supports the flagship program of the Indonesian Army and strives to always be at the forefront of acting for the community as a form of sympathy, empathy and concern.
Everything that Kodam IX/Udayana does is a commitment of service and responsibility that is realized by real actions that are useful and can be felt which have an impact on people’s welfare.
